To reinforce and to keep pace with growth of the Tanzania Country Office team, we are looking for a Finance Officer.
 
This position is only filled locally. With contractual conditions of the respective country. An expatriation is not intended.

These are your responsibilities

 Main Tasks:
  • Ensures timely and completeness in processing of transactions on all financial operations in the Country Office
  • Smooth running of specific administrative and human resources operations in liaison with Country Director and relevant teams
  • Ensure Country Office regularly maintains/updates their accounting records, that assure reliability and integrity of financial management information systems
  • Undertake relevant tasks to comply with in-country financial and administrative regulatory requirements
  • Smooth running of Country financial operations in liaison with Team Manager Financial Operations
  • Maintains internal accounting system and records, and ensures reliability and integrity of financial management information systems, documentation and reports
Country Office finance management and controls:
  • Set-up and maintain strong control processes to ensure that financial resources are used in compliance with CBM financial policies, standards and procedures, and with specific donor requirements and contracts and provide training/coaching as needed.
  • Support Finance Business Partner on preparing and managing the financial risk register of the country office
  • Prepare timely and accurate and validate Country Office payroll, and ensure tax calculations, social security and other statutory contribution are made in line with relevant CBM internal and national regulations.
  • Maintain internal accounting system and records and ensure reliability and integrity of financial management information systems, documentation and reports.
  • Monitor and support the petty cash system managed by the Logistics Officer
  • Manage banking accounts and relationships with the bank (e.g. opening, operating and closing of bank accounts) as per CBM guidelines.
  • Ensure that internal control procedures and donor regulations are adhered to for all cash and bank disbursements, receipts, transfers and include appropriate backup of supporting documentation.
  • Process all payments (cash and bank) ensuring that proper support document is included, and it is properly approved internally before payment.
  • Ensure the safekeeping of all critical financial tools such as cheque books (in all currencies), receipt books and payment vouchers.
  • Manage the finances of the Country Office in line with CBM standards, local regulations, and applicable donor regulations.
  • Ensure proper cash flow management to run the office, in liaison with the Finance Business Partner
  • Oversee management of petty cash boxes while observing approved standard procedures
  • Grant and receive advances to staff and ensure reimbursement and trip reports received from staff at surrender are well prepared and supported before clearing them off.
  • Reconcile all ledgers, to ensure that all transactions are accurately recorded and reported.
  • As a member of the procurement committees, ensure that any purchase, lease or sale of assets is done in accordance with procurement guidelines and receives the required approvals.
  • Control and maintain a CBM country asset register and inventory, in line with CBM or donor requirements, as applicable. Plan and execute the asset verification on a quarterly basis and update the register. Report on any variances.
  • Organize and manage the annual audit of the Country Office accounts and prepare, manage and implement follow-up plans based on given recommendations, in close collaboration with the Finance Manager.
  • Submit timely and complete financial reports to the Finance Business Partner and Country Director as per agreed timetable and in line with established reporting requirements.
  • Manage proper preparation, circulation, filing and archiving of all accounting, financial and contractual documents in conformity with CBM procedures and standards.
  • Ensure compliance with in-country financial regulatory requirements including statutory accounts, audit, tax filing, social security contributions, etc. and work on other compliance matters with the relevant functions, including CBM in-country registration and annual reporting to relevant authorities.
  • Human Resources function: in close liaison with the HR Division, conduct in country HR operations in compliance with CBM set standards and applicable in country labour laws.
Reporting:
  • Ensure compliance with in-country statutory accounting and reporting requirements.
Additional Responsibilities:
  • Participate and actively contribute to learning platforms, technical working groups and member of internal Teams of Competence within CBM upon request.
  • Comply with all safety and health procedures and requirements at CBM always.
  • Carry out role-specific responsibility to safeguard children and adults at risk (as guided by CBM’s respective policies).
  • Carry out other tasks as may be required from time to time for the smooth running of the office as may be assigned.

These are your qualifications

  • Holder of a degree in accounting, business management or similar and CPA/ACA/ACCA is mandatory.
  • Several years of experience in a similar position, preferably with an international development organization and good knowledge of English.
  • Acts according to business model.
  • Customer Oriented Working.
  • Ready to learn and solution oriented.
  • Captures data fast and accurate.
  • Very good understanding of Team specific relevant content.
  • Good understanding of Processes, Systems & Applications.
  • Excellent in Data management.
  • Proficient in Microsoft Office, including Office 365 and MS SharePoint Solutions.
  • Identification with Christian values and the mandate of the CBM.
